In 2008, along with the effort of The Sam and Lindsey Porter Foundation and Independence Missouri Emergency Operations Manager Mark Widner,
T.S.A.R. was established to provide an immediate response for search and recovery missions.

Mark Widner, Tina Porter and Joe Norris interviewed dozens of volunteers over a two week period. Out of the dozens of volunteer applicants, twenty eight members were chosen and received extensive training from law enforcement, as well as other highly reputable established search and rescue organizations.
TSAR members have joined together to serve this community and the metropolitan area in hopes of saving lives and recovering loved ones quickly. This group is made up of everday citizens, from all walks of life, willing to give of their time in hopes of making a difference.
